摘 要：通过医疗建筑人防设计的实例，诠释了从“人防”到“民防”，平战功能的结合与转换措施作为保障平时、战时使用功能得以正常发挥的重要手段，以及平战结合与转换的多层次综合性概念。建议从深入理解“规范”条文及不同地域的实际情况入手，针对工程实际情况合理布置防倒塌棚架等人防构筑物来进行医疗建筑的人防设计。

 Abstract:Through examples of air defense design in medical buildings, this article,from the "air defense"to"civil defense", explain the important means of using a combination of peacetime and wartime functions as a safeguard to protect the peace, wartime functions work properly,and introduce the comprehensive multi-level concept on the combination of peacetime and wartime and the transition from peacetime to wartime.
