【摘要】 目的 为了医务人员更好地理解和使用新法规。方 法：阐述新法规对医疗机构麻醉药品、精神药品使用管理的具体要求和相关知识。结果与结论：新法规加强了管理，但是不能忽视消除疼痛是基本人权。
