摘 要：文章结合东南大学附属中大医院病房综合大楼基本建设的实践，总结了如何通过内部流程来加强资金管理决策体系的建立，如何通过设计方案的选择、施工方案的优化、现场变更的把关、决算审计的控制等方面的内涵管理来降低建筑成本、提高投资效益。
