摘 要：项目决策阶段是项目建设管理中最关键的阶段，是项目建设管理工作的核心和保证，文章系统阐述了项目决策阶段的工作内容和程序，以及每一项工作的重点和难点，为项目管理决策人员提供参考。

 Abstract： Decision-making period is the key stage in construction management and also the core and assurance of construction management.
